மூத்திரத்தில் தொடங்கும் கொள்ளை... கோட்டை வரை நீளும் அவலம்!

நேற்றுதான் ஜனநாயகக் கடமையை ஆற்றி முடித்தோம். விரலில் வைத்த மை கூட இன்னும் காய்ந்திருக்கவில்லை; அதற்குள் அதிகார மட்டத்தின் ஆசீர்வாதத்தோடு நடக்கும் ரௌடித்தனம் நம்மைத் திகைக்க வைக்கிறது.

24.04.2026 அன்று இரவு 8.00 மணிவாக்கில் வேலூர் புதிய பேருந்து நிலையத்தில் சித்தூர் பேருந்துகள் நிற்கும் இடத்திற்கு அருகே உள்ள கழிவறைக்குச் சென்றேன். அங்கு கல்லாப் பெட்டியில் அமர்ந்திருந்த ஒரு முரட்டுத் தாடிக்காரன், சிறுநீர் கழிக்கப் பத்து ரூபாய் கேட்டான்.

"அரசு நிர்ணயித்த கட்டண அறிவிப்பு எங்கே?" என்று நான் கேட்டதற்கு,

"அதெல்லாம் கிடையாது... பத்து ரூபாய் கொடுத்துவிட்டு உள்ளே போ, இல்லையேல் தள்ளிப் போ" என்றான் அலட்சியமாக.

அரசு நிர்ணயித்த தொகை என்றால் கொடுப்பதில் எனக்கு எந்தத் தயக்கமும் இல்லை. ஆனால், பகற்கொள்ளை அடிப்பதைக் காணும்போதுதான் குருதி கொதிக்கிறது. பேச்சு முற்றி, 'நீ, வா, போ' என தகராறில் முடிந்தது. அங்கே அவனுக்கு ஆதரவாக இருவர் நின்றனர். ஆனால், அநியாயத்தைக் கேள்வி கேட்ட எனக்கு ஆதரவாக ஒருவருமில்லை.

சிறுநீரிலும் காசு பார்க்கும் இந்தக் கயமைத்தனம், எந்த 'மாடல்' ஆட்சியானாலும் தொடர்ந்து கொண்டுதான் இருக்கிறது. இரவு நேரம் என்பதால் நான் திரும்பி வந்துவிட்டேன்; இதுவே பகலாக இருந்திருந்தால் நிச்சயம் கூட்டத்தைக் கூட்டி கேள்வி கேட்டிருப்பேன்.

இங்கே சிறுநீரில் தொடங்கும் இந்தச் சில்லரைக் கொள்ளைதான், சென்னை கோட்டை வரை பெருங்கொள்ளையாக நீள்கிறது. 

உரிய அதிகாரிகளின் காதுகளுக்கு இது எட்டினாலும், அவர்களது வாய்கள் எலும்புத் துண்டுகளைக் கவ்விக்கொண்டிருப்பதால், அவை ஒருபோதும் பேசப்போவதில்லை...

மேற்கண்ட சம்பவம் தொடர்பாக புகார் மனு ஒன்றை வேலூர் மாநகராட்சி ஆணையர், வேலூர் மாவட்ட ஆட்சியர் உள்ளிட்டோருக்கு 25.04.2026 அன்று அனுப்பி உள்ளேன்.

மேலும் கழிவறைக் கட்டணம் மற்றும் ஒப்பந்ததாரர் உள்ளிட்ட விவரங்களைக் கேட்டு தகவல் அறியும் உரிமைச் சட்டத்தின் கீழ் விண்ணப்பித்துள்ளேன்.

உரிய நடவடிக்கை இல்லை எனில் விரைவில் களப்போராட்டம் தொடரும்.

Sub: Complaint regarding overcharging and lack of transparency in public toilet fee – Vellore New Bus Stand

Respected Sir/Madam,

I wish to bring to your attention an issue of possible overcharging and lack of transparency in the public toilet facility at Vellore New Bus Stand (near Chittoor bus bay).

On 24.04.2026 at around 8:00 PM, I was asked to pay Rs.10 for urination. However:

• No official fee structure display was available
• No receipt was issued
• The person collecting money refused to provide any official clarification

This raises concerns regarding:

• Unauthorized or excess fee collection
• Absence of transparency in a public facility
• Possible violation of civic norms

I kindly request:

1. Immediate inspection of the said facility

2. Display of official fee structure clearly for public awareness

3. Disclosure of contractor details and agreement terms

4. Necessary action against any irregularities

This is a basic public service, and such issues affect common people daily. I request your prompt intervention.

1. What is the government fixed official fee for usage of public toilets (urination / defecation)?

2. Whether separate charges are prescribed for urination and defecation? If yes, provide details.

3. Copy of the contract/agreement awarded for maintenance of the said toilet facility.

4. Name and details of the current contractor.

5. Duration of the contract and terms & conditions regarding fee collection.

6. Whether it is mandatory to display the fee structure publicly? If yes, provide relevant rule/order copy.

7. Details of inspections carried out in the last 1 year.

8. Action taken against complaints of overcharging, if any.
